  1. Article 1 (Scope of Regulations)

    The purpose of the "FC Tokyo Soccer Match Operation and Management Regulations" (hereinafter referred to as "these regulations") established by FC Tokyo is to ensure the smooth and safe operation of all matches, including league matches and league cup matches, hosted by the club. All individuals entering or attempting to enter stadiums and other facilities under the control of FC Tokyo must comply with these regulations.
  2. Article 2 (Definition)

    The meaning of the terms listed in the following items shall be determined in accordance with the provisions of each respective item.
    1. Match: Refers to all matches including league matches, league cup matches, etc.
    2. Facilities: Refers to all facilities and areas managed by FC Tokyo for match operations.
    3. Operator and Safety Officer: Refers to the J Club Executive Committee or its representative.
    4. Person in charge of operation and security: Refers to individuals who are appointed as the person in charge of operation and safety and engage in work to ensure the safety of the event.
    5. Security personnel: Refers to individuals appointed by the event organizer or safety supervisor to ensure the safety of the event.
  3. Article 3 (Person in Charge of Operations and Security)

    The security staff includes an appointed operations and safety manager from the club staff, as well as operations personnel and/or security personnel involved in ensuring safety.
  4. Article 4 (Prohibited Items)

    Persons attempting to enter or entering the facility shall not bring the following items into the facility, unless otherwise deemed necessary by the facility operator or safety manager:
    1. Items prohibited from being brought in according to the J.League Unified Prohibited Items (J.League Common Spectator Etiquette & Rules).
    2. Items prohibited from being brought in by facility administrators. (Ajinomoto Stadium Prohibited Items)
    3. The following bulletin boards, signboards, banners, flags, placards, ZECA, documents, drawings, printed materials, etc. as determined by the organizer or supervisor.
      1. ① Political, ideological, religious beliefs, claims, or ideas that are displayed or evoked
      2. ② Content or expressions that are discriminatory or insulting
      3. ③ Items that are not allowed to support or encourage players or teams
      4. ④ May cause problems in the operation of the tournament
    4. Other items that security personnel determine to be likely to interfere with the operation or progress of the match and cause inconvenience or danger to others.
  5. Article 5 (Prohibited Acts)

    Persons attempting to enter or entering the facility shall not engage in the following acts in any facility, unless otherwise deemed necessary by the facility operator or safety manager:
    1. Prohibited acts under the J.League Unified Prohibited Items (J.League Common Spectator Etiquette & Rules).
    2. Items prohibited by the facility administrator. (Ajinomoto Stadium Prohibited Items)
    3. Group cheering activities in the concourse
    4. Bringing and using drums, large flags, etc. in the main stand, back stand, and upper stands behind the goals
    5. Use of masking tape when attaching banners, etc.
    6. Confetti, paper tape usage
    7. Watching and cheering from the front of the upper stand by leaning forward
    8. Intentional Seat Reservation
    9. Distribution, posting, and fundraising of posters, flyers, etc. that have not been approved by the club, as well as signing petitions and conducting surveys
    10. Engaging in acts that may hinder the operation or progress of the match, or cause inconvenience or danger to others, as determined by security personnel.
    11. Discriminatory or insulting remarks or actions based on race, skin color, gender, language, religion, politics, or background.
    12. In addition to the above, making statements or engaging in actions that go against public order and morals.
  6. Article 6 (Compliance Regulations)

    Persons attempting to enter or entering the facility must comply with the following provisions:
    1. When asked to present tickets or passes, please present them.
    2. Cooperate with the inspection of baggage and personal belongings for safety assurance.
    3. To follow the instructions, guidance, and directions of security personnel and law enforcement authorities.
  7. Article 7 (Reasons for Refusing Sales)

    The organizer shall not sell tickets to individuals falling under any of the following items. In addition, if such individuals obtain tickets themselves or through a third party, the organizer may refuse entry to them based on Article 9.
    1. Members belonging to organized crime groups or similar antisocial forces (hereinafter referred to as "organized crime groups, etc.") (hereinafter referred to as "gang members, etc.")
    2. A person who has not passed five years since they ceased to be a member of a violent gang or similar organization
    3. A person who is using organized crime groups or members of organized crime groups for the purpose of benefiting oneself or a third party
    4. Individuals who provide funds or convenience to organized crime groups or their members, and are involved in the maintenance and operation of organized crime groups
    5. Individuals who have relationships that should be socially condemned, such as members of organized crime groups
    6. A person who obtains a ticket with the purpose of violating Article 8
    7. A person who the organizer has determined has a sufficient reason not to sell other admission tickets
  8. Article 8 (Prohibition of Resale, etc.)

    No person shall transfer tickets to a third party (including resale through internet auctions) or obtain tickets by any other means without the organizer's permission. However, this does not apply to specific relationships based on family, friends, business partners, or similar relationships, where the transfer is not for profit and not conducted as a business.
  9. Article 9 (Denial of Entry, Order to Leave, Confiscation of Items)

    1. The operation and safety officer may refuse entry to individuals who violate the provisions of Article 4, Article 5, or Article 6, and may order them to leave the facility, as well as take necessary measures such as confiscation of items listed in Article 4. The matches covered by this article may include matches organized by the Japan Football Association.
    2. The organizer or the person in charge may claim compensation for damages suffered by the organizer or the person in charge (including all damages suffered by the club due to sanctions imposed on the club for the violation of the person in question).
    3. The operation and safety manager may refuse entry to all subsequent matches for those who fall under paragraph 1. They may also request a refund of the ticket.
    4. Those who are refused entry or ordered to leave the facility by the operator or safety officer cannot request a refund of the ticket purchase price.
  10. Article 10 (Delegation of Authority)

    The operator and safety manager may delegate their authority to others for specific facilities.
